To get Tatsugirinite, you are forced to catch Tatsugiri in the main story of the DLC in Survey No.3 and then you will be rewarded with the item in the mission.
Can Mega Tatsugiri be Shiny?
Yes, it can be Shiny in Pokemon Legends Z-A. The one you catch inside the mission will not be Shiny, though.
