Rockstar reveals strict GTA Online Mission Creator rules banning real-world violence
Rockstar GamesGTA Online’s latest update, A Safehouse in the Hills, is introducing a Mission Creator, but Rockstar is taking measures to ensure bad actors don’t use it to glorify real-world violence.
In early December, Rockstar Games unveiled GTA Online’s A Safehouse in the Hills update, featuring the long-awaited return of GTA 5’s Michael and the addition of mansions.
Hidden in the update was the debut of a new Mission Creator feature, which Rockstar described as an “in-depth and comprehensive toolkit.”
According to the developer, this new feature will allow users to “design and publish your own Missions using sophisticated game mechanics, custom objectives, placeable actors, and much more.”
This will undoubtedly breathe some extra life into GTA Online, especially with GTA 6 delayed a few more months to November 2026.
However, with the addition of this new feature also comes some revamped guidelines to ensure users don’t recreate actual events in GTA Online.

When the studio announced Mission Creator, they also confirmed that their community resources had been updated to “make sure GTA Online remains a fun and fair environment for everyone.”
As spotted by Rockstar community member Videotech, “Rockstar is fully prepared to moderate the Mission Creator against bad actors attempting to recreate past real-world events, supported by a newly added guideline on Friday.”
The new guidelines state that, “We do not tolerate player behavior or player-created content that can cause any degree of real-world harm to other players, or that facilitates real-world illegal activity.”
As an example, Rockstar listed “sharing images and real-world depictions of graphic content, gore, or animal abuse, or recreating or glorifying real-world violent events or real-world conflicts” under the Extreme Violent Content label.

Rockstar says that anyone found in violation will risk having their account terminated and may take action on any account that violates the rules.
The response will depend on the specifics of the case, including severity and repeated offenses, and in serious situations, they may report violations to law enforcement. Players who break the Community Guidelines can face additional penalties, such as feature restrictions, suspensions, or full account bans. Rockstar may also hide or remove any player-created content that violates the guidelines.
Expect to learn more and see exactly what this new Mission Creator feature is capable of once the GTA Online Winter update releases on December 10.
