At the beginning of the Elbaf Arc, Loki is introduced as the cruel prince who killed his own father: the benevolent King Harald. He’s been imprisoned in the Underworld for 14 years for that heinous crime. However, the truth behind the king’s death was something else altogether.
In an attempt to pull Elbaf out of its violent cycle and include it in the World Government, Harald accepted the position of a God’s Knight. After Shanks suddenly disappeared, he was promoted to the Depth Covenant and was bestowed immense strength and immortality as a result.
However, Harald soon realized that it was all a ploy for Imu to control Elbaf and use giants as weapons. Unable to resist Imu’s control, Harald called for Loki and Jarul to his palace to kill him. What happened after that is revealed in One Piece Chapter 1169.

The chapter starts with a meeting between Gaban and Shanks. Gaban reveals that Garp told him about Roger’s son. Shanks says that the child is like a younger brother to him.
A glimpse of the Aurust Castle shows Harald ordering his guards to kill him. This scene is the one we see in Chapter 1152 when Jarul and Loki arrive at the castle. Shanks reveals he’s in Elbaf to stop Harald from accepting the Depth Covenant and becoming a God’s Knight.

Harald explains to Loki, Jarul, and the guards that he worked for the World Government, but they betrayed him. He asks Loki to kill him and tell Elbaf the truth. But for that, he’d have to eat the legendary Devil Fruit; otherwise, he wouldn’t be able to defeat Harald.
Eventually, Harald completely loses his mind and turns into a monster, attacking everyone. Jarul is stabbed in the head. Shanks and Gaban try to stop him, but he’s entirely lost consciousness.
One Piece Chapter 1169 ends with Loki running to the treasure room to eat the legendary Devil Fruit. As he enters the room, he’s attacked by the Ragnir warhammer.
