Wracked by grief, Harald decided to become the World Government’s weapon so that Elbaf could coexist peacefully with the rest of the world.
After recovering from God Valley’s battle, Roger found an infant Shanks on his ship. Elsewhere, Garp decided to stay in the Marines to protect the weak. He visited Dragon in prison, who, in turn, declared that he hated his father and would leave the Marines. Garp gave his son the key to escape.

Chapter 1167 then shows a flashback from 15 years ago. It’s revealed that Shanks was looking for more information on the Mary Geoise and the World Government. He also freed Fisher Tiger from the Celestial Dragons’ clutches. He later met Harald and helped the giant king patch his wounded left eye.
Back in Elbaf, Ida gets poisoned by someone from Estrid Town. Despite his apparent hatred for the woman, Prince Loki is enraged. He takes revenge on the town and declares: “Ida is my only mother!”
